NOE CPC Reference: NOE.0627 Valid: 01/11/2024 - 31/10/2028

Framework Overview

This framework agreement was awarded under The Health Care Services (Provider Selection Regime) Regulations 2023 (PSR).

Contracting authorities should refer to the accompanying briefing document for guidance on the selection process options available when awarding a call-off contract. Under this framework agreement, authorities may either make a direct award (excluding Lot 4) or conduct a competitive process in accordance with the PSR.

In all cases, contracting authorities must take into account the five key criteria set out in the PSR regulations.

We have established this framework for all public sector organisations, including NHS organisations and local authorities, for use when commissioning and providing advocacy services, in order to meet their statutory obligations – and also any non-statutory requirements – in accordance with all relevant legislation, standards, and good practice.

Additional Information

Background

Independent advocacy is an important part of the health and social care system, offering active support to people who are at risk of exclusion. Access to independent advocacy helps people say what they want, secure their rights, represent their interests, and obtain services they need – in relation to the health, social care, education systems and beyond.

Advocacy services are designed to support individuals in navigating the complex health and social care systems, ensuring they receive appropriate care and assistance. These services can be provided by individuals, organisations, or professionals trained in advocating for patients’ needs and rights.

  • What social value questions were asked at the framework stage
  • How to utilise the social value committed at the framework stage
  • Alternatively, how to seek your own social value outcomes through the parameters already set
  • Framework specific SSV highlights
