Framework Overview
This Framework Agreement was awarded under The Public Contract Regulations 2015 (“PCR 2015”).
This agreement offers a compliant and efficient route to high-quality suppliers across a broad range of consultancy services including Property and Estates, Programme and Project Management, Financial and Commercial, Environmental, Sustainability and Social Value, and Health and Social Care.
Please be advised that Lot A (Property and Estates) continues to be available for use by NHS organisations in England. However, Lots B–E are not accredited for use by NHS organisations in England, although they remain available to other public sector organisations.

This NOE CPC framework has been established in collaboration with NHS Commercial Solutions, East of England NHS Collaborative Procurement Hub, and NHS London Procurement Partnership.

Background
The Consultancy and Associated Services framework has been designed to provide a one-stop-solution for contracting authorities seeking approved consultancy firms and service providers. The framework offers a compliant solution from a range of service providers (including SMEs) with local, regional and national coverage covering the following core areas:
A) Property and Estates Consultancy
B) Programme and Project Management Consultancy
C) Financial, Commercial and Related Consultancy
D) Environmental, Sustainability and Social Value Consultancy
E) Health and Social Care Consultancy
The framework gives contracting authorities the options of making a direct award or running a further competition, offering flexibility for ad hoc or more long-term requirements for projects or programmes.
